What are
the social impacts of the introduction of IT and flexibilisation of labour
markets and what are the policy implications?
It has recently become apparent that the changes in labour markets and
in society as a whole attendant upon (but not necessarily directly resulting
from) the introduction of new information and communications technologies
have profound implications for society as a whole and, in particular, for
the nature of welfare systems. We have begun to do some thinking and research
in this area but a lot of work remains to be done.
Here are a few recent publications on the subject by Ursula Huws and
colleagues:
-
'Flexibilisierung und Sicherheit: Auf dem Weg zu einem neuen europäischen
Gleichgewicht', in Zilian, H.G. and Flecker, J (eds), Flexibilisierung
- Problem oder Lösung?. Edition
Sigma, Berlin April, 1998
-
Flexibility and Security: towards a New European
Balance, Citizens Income Trust, March, 1998
-
Flexible Labour Markets and Social Protection in Europe, European
Commission, DGV, 1996
-
The Information Society and Gender, European Commission DGV, Equal
Opportunities Unit, February, 1996 (a critical evaluation from a gender
perspective of the interim report Building the European Information
Society for Us All by the DGV High Level Expert Group on the Information
Society)
-
'Contesting Liberty' in Red
Pepper No 18, November, 1995 (review article which discusses
inter
alia various approaches to the idea of a basic citizen's income as
a solution to the problems raised by increased precariousness in labour
market)
-
Follow-up to the White Paper- Teleworking, (European Commission
Directorate General V, Brussels, September, 1994, also published as Social
Europe, Supplement 3, European Commission DGV, 1995
