Design-Build is a method of building procurement which originated in the 1950s.
It was promoted by contractors as an alternative to the traditional UK method. With
'traditional' method the designers and the contractor are employed separately by the
employer. With Design-Build, contractors provide a 'package' which includes both the
design and construction work. This method of contracting did not grow to become a major
alternative form of building procurement until the early to mid 1980s.
The breakthrough was facilitated by the publication of the 'JCT 1981' form of
contract, with the contractor's design. This form introduced the concept of a formal
statement of 'Employer's Requirements' against which tenderers make their 'Contractors
(design) Proposals' , and tender a lump sum.
The purpose of this guide on Design-Build is to provide stadium owners with a
good practice guide where it has been decided to use Design-Build for stadia construction.
The guide does not recommend Design-Build in preference to other methods. It draws
attention to potential difficulties and, for those who choose to use Design-Build, to make
positive proposals to assist them get the best from this 'alternative' method of building
procurement.
